True. The Nabateans paid the Romans handsomely in tributes to save themselves from going to war with the Romans, they still got annexed.

Fun fact: Mohammed's tribe, Quraysh, claims descendance from the Nabateans. They were rich merchants who operated along the same trade routes that made the Nabateans the envy of Athena and Rome.
