It's absolutely declined. Listen to interviews with him from the 2000s and it's a different person.

He's still a pompous, narcissistic asshole, but he can form coherent thoughts.

Yes hes a different person now, today he would never grab the ass of Rudy Guliani in full drag outfit. Those days are passed (still on YouTube), today he is just longing for those days

Been beaten up around here for saying exactly this. My thoughts are the decline ramped up in 2021 or so. Problem is, the media just reports quips and sentences. And when we hear him, it's the usual meaningless blather. Read a transcript and it gets scary fast.
