China's vote here is in keeping with their position on state sovereignty, they likely view this as outside interference towards a country's internal matters. Not just their own but all their partners like russia and the middle east.

Not sure how you can be for sovereignty and also for outside organisations seeking to apply external pressures on nation policy tbh.
