out of curiosity, which Western states are the exception? I genuinely can't think of any.

Ireland is the one that comes to mind.

Most of what they're doing is symbolic at best, imo. The trade ban recently introduced only applies to the 1949 borders, so trading with the rest of the zionazi entity is still fair game somehow, if I'm reading this right..:

The Irish government approved Tuesday, May 27, the drafting of a bill to ban the import of goods from Israeli settlements considered illegal under international law, an unprecedented move for a European Union member.

The move comes after the International Court of Justice last year said Israeli occupation of the West Bank, East Jerusalem and Gaza Strip was illegal under international law, in an advisory opinion the Irish government said guided its decision.

They're also the 2nd largest trading partner with the entity. I don't think the neolibs there would throw away their yearly ~3 billion check.

Also, Ireland hosts like most of the US tech companies, so anything so much as threatens US' $$$, which among other things relies on these imports, will lead to Ireland being put in check:
