How high above my baseboards (edit: hydraunic) should I hang my sheers to avoid a fire hazard?

UPDATE: After more investigation, I was advised that this uses a central boiler for a hot water baseboard heater and it is safe to keep the curtains or sheers at least 1/2" to 1" above the top of the baseboards.
If those baseboards are producing a high enough temperature to light the drapes, nothing in your house is safe in any configuration.
