Whittaker said Signal would not abide by the proposed law, and highlighted concerns about privacy and the need for tech leaders to take a stand against socially accepted surveillance.

“You cannot create a back door that only the good guys can go through,” Whittaker said, adding that it’s “mathematically impossible” and would “undermine the security of our core communications, core infrastructures.”

That's one of the problems with this, yes. Another problem is that law enforcement are not good guys.
