$50-60billion or around 6% of it is usually part of the military black budget meaning they don't have to tell you what happened to the money. So the best way to help Ukraine is to do it in secret, without the divisive debate and announcements to the invaders.
That seems like a pretty central part of the full picture, thanks for pointing it out! Here's the Wikipedia article on the black budget, in case anyone is interested. The number cited there is around seven percent. :)
