When has signal missed messages? I use it constantly and I don't believe I've ever missed a message. Sometimes it will delay a message if someone doesn't use it very often and closes it and doesn't allow it to run in the background, because it uses it's own private push system, since Google/Apple can read all push notifications by apps that use Google/Apple's traditional built-in push messaging system. If they close the app before their message sends, then it also won't show until they open it again. But again, let it run in the background (disable battery optimizations) and you won't have that issue. I'm fairly positive it instructs you to do this on first install.
