No he wasn't. His comments are a self fulfilling prophecy. If an alliance that is strong because they are united under the US umbrella has the potential leader of said alliance state he no longer feels he needs to back his allies.. they must.

But:

  • The 2% is a guideline not a rule
  • They got to pay.. who? The defence industry.. it's not a membership fee.
  • many countries where already investing more
  • spending more on defense is not simple, procurement takes yeeeaaars.. so countries that started ramp up projects years ago are now in the position to actually spend more.
  • The only time NATO needed to openly wage war was in defence of the US. So the commitment of the rest of NATO is fact, the US's isn't.
