Only if the previous version gets made available by the devs

Not true. You can always use steamcmd/the steam console to download any old version

There's even tools to help with that

Might depend on the game, but it doesn't look like you can with FO4 unfortunately. Some folks might have to roll back with a cracked/"pirated" version of the game they bought because they chose not to allow rollbacks for the game. Weak sauce Bethesda.
