"the" society? "neighbours" in a US-centric meme? who made this?
edit: I wouldn't expect someone writing from a US perspective to refer to society as the society, or to spell "neighbors" with a "u". I mean, I guess people outside of the US can comment and meme on US politics all they want. But, like, memes sowing discord in US politics in an election year coming from non-US sources sorta triggers bad memories for me.
Conservatives love to talk about neighbors (small Towns), but not about society - too close to socialism. Liberals are the inverse of it. So, my conclusion is that the person who made this meme is chaotic neutral.

sdfsafThe meme template uses the UK spelling of "neighbours" instead of the US spelling (neighbors). While I agree the content is obviously US-centric, the spelling and some other irregularities make it unclear whether this meme was made by someone who has ever spent time in the US, which is what OP was pointing out.
