Police are an arm of state power. If you think ACAB includes cops in China, DPRK, or any other AES state then you probably haven't met them.

policing and prisons are ineffective at achieving their stated goals, and the human cost of their failures is immense.

Your canned response ignores the point you're replying to. Police are fundamentally different in AES states because they serve fundamentally different governments which have different class interests.

ETA: No one here would be saying lib protestors looked based for stabbing Cuban or Vietnamese cops. Saying it's different for Chinese cops implies China isn't AES.
