So, the Seattle cop who drove 74 mph in a 25 zone, without sirens, killed a woman, and wasn't disciplined ... had previously been fired by the Tucson PD, for "failing to meet minimum standards." (publicola.com)

The money for insurance would come out of department budgets or police officer wages, which is basically government money again (you can bet those would be adjusted for the extra insurance cost).
