Yeah, fortunately some of those counties have better options. Sacramento has SMUD, Stanislaus county has MID and TID, Merced county has M(erced)ID. Those are all way cheaper than PG&E, and those are just the ones I personally know of.
There's hope on the horizon for other communities like Manteca, where SSJID is working to develop their own electrical service. It's hard to say at this point if anything will actually come of that, though.
