It's easier when you think of them as the required "good cop" for the good cop, bad cop routine.

She is the conservative force for some progressives find tolerable enough to abandon more radical measures.

She doesn't want to be progressive, she wants to be conservative, but sees her role as selling that to liberal minded people.

Another analogy I like is that they're the boxer in a fixed fight who's paid to take a dive or the heel in a pro wrestling match who does just enough liberalism to be villains for all the slobbering hogs watching the fight and thinking it's real
