They can. The owner of the vehicle should have read its manual before they used it.

Maybe you should read the owner manual or even the article that you are commenting on. The doors can be manually opened but ONLY from the inside of the car. Not something you can expect a 20 month old child to have the capability to operate while being strapped into their car seat.
