It's probably because it expired five months ago.
And it may not have been tared properly. When I worked deli I would always throw extra in after weighing and printing label.
What OP probably doesn't know is that stores are answerable to weights and measures and if it was really this far off, that's not good for the store.
Yeah I once saw four store managers and one assistant manager get hung by the thumbs by the International Bureau of Weights and Measures.
