Mostly positive and barely 1k people playing it. They messed it up big time. Payday 2 meanwhile sits at 15 - 30k average. Shame, because the game had potential, but they did what they always do at launch.

MODERATORS
I think this is pretty natural. After a while, only people who are ok with the complaints will buy it, and they will rate it as an ok game. Hence the scores go up.
Also i guess the developers try to make it better with time. Sounds like they focused on that for a full year.
I think they have a big update coming with the year1 edition later this month, with being able to search for lobbies like how crimenet worked in Payday 2.
