Most of the time I see is this when the one paying for the work doesn't have to deal with the outcome. I've been straight up told by my manager at work that "I don't care who does the work. Any joe schmoe can do it, as long as we're not financially liable if something does go wrong." When talking to him about fire system maintenance.
