It's really sick. Modern war dogs tend to lose their canines biting police victims or occupied civilians so cops and soldiers will replace their canine teeth with titanium implants, sometimes pre-emptively.

Then when the dogs get too old some pig takes it home as a pet and this dog that's been trained to be a war beast inevitably mauls their niece or whatever.

Imagine turning an animal into a weapon.

Okay, now imagine using that weapon to such an extent that it is worn down.
It has bitten so many people its' teeth are useless.

With me so far? Then imagine that you're the type of person who decides to "solve" this, not by looking into why your ~~dog~~ weapon is used so often that its' teeth are worn down, nor are you the person that thinks your ~~companion~~ weapon deserves to retire after long years of hard work. Instead you are the type of person who decides to surgically alter your ~~canine colleague~~ weapon, so you can force it to attack more ~~people~~ suspects.

Now imagine you also believe this is a good thing and that it would be perceived as a good thing by the general populace, so you decide to share your actions with the world.

Im on board with not having dogs utilised as a weapon, but I think dentistry for dogs is okay, I've always been too poor and had to switch old dogs onto softer food
