Downgrade isn't a supported process. There might be someone who has figured out all the corner cases and created a process for it. Even if that's the case testing would be limited since this isn't a common operation, therefore there are likely to be undiscovered issues with it. You wouldn't know if a problem was caused by that or not. The best way to avoid as many issues as possible is to go with the most tested process - the "happy path." That's backing up your data and installing 22.04 clean or option 1. Option 3 would require admin privileges too so if you can't do option 1, you likely can't do option 3 either.
Well, if I need administration rights to downgrade, I better contact the admin for a fresh reinstall.
