"The construction of fortifications was initially delayed because the presidential administration believed Ukraine would recapture a lot more territory in 2023, said Razumkov. Once the Ukrainian counteroffensive failed, in November that year, there were further delays due to lack of co-ordination and some instances of corruption, he added."

NATO really staked the whole outcome on that counteroffensive and won't throw in the towel now that it didn't pan out. There really are no brakes on this train.

The spectacular failure of the 2023 offensive really exposed just how clueless NATO planners are.

In a sense, it seems you can boil this down to a metaphysical belief.

"We don't have to prepare for contingencies because we believe the counteroffensive will succeed."

Mind over matter so to speak, anyways I'm off to believe that I can pay my bills by pure willpower lol.

People were definitely getting high on their own supply after a full year of propaganda of how Russians were fighting with shovels, and Russian army was on the verge of collapse. I imagine most of NATO planners also genuinely believed in superiority of western tech.

I've always wondered if leadership in countries is poisoned by their own propaganda. I've heard many try to tell me that they're not but reality proves otherwise time and time again.

Seems like that's beyond doubt at this point.
