Bolt has these things torturing him, but they only come out when he is scared. Then, they keep on torturing him until certain things happen. OH! And here are 3 more background eevees! Curt, Breezie, and Wee-Han!

He is obviously distressed and requesting assistance, it is almost like you can go and help in order to find out.
