Hogwarts has proven to be lethal. Multiple times over. For the staff it's just a part of going to high school. Can you imagine getting an injury from playing quidditch? No you can't. Because if you fall off that broom you just die.

What people don't understand is that Wonka is a visionary. You don't hinder men of genius with dull government bureaucrats!

Let the man cook, enjoy the chocolate knowing that the little orange men are happy, And really better off than they would be on their scary native island. They appreciate all that Wonka does without demeaning his genius by demanding a salary. If only the tax-man was so enlightened.
