Effectively changing nothing since it wasn't enforced already.

After a bunch of departments including the IRS were restructured over a decade ago, the position explicitly mentioned in that rule to investigate no longer existed, meaning it basically defaulted to the Commissioner directly to handle, which obviously never happened.
