I guess my experience is that many apartments don't have carpet through much more than bedrooms now. Heck, one I looked at yesterday has zero carpeting, and this is a place with very cold winters.
My young male cat has a large 6x6 kennel that he goes into while I'm out, and he doesn't even pee on anything, but I guess most people wouldn't be willing to do that. (he just constantly tries it on with that elderly cat I mentioned above and that's not good for anyone lol)
It's interesting that they won't let him go to a rental home.
But also, cat diapers are ridiculous. I have yet to find one that fits properly, my elderly cat always gets one or both of her legs stuck when she rises from a nap

My AC stopped working. It's 1am and still 90Β°F inside my house. The only window that opens in this stupid house is next to the door, so I cant even take advantage of the colder nighttime temperatures and try to draft air through. And it's only going to get hotter as the month progresses :/
