The German nuclear plants were closed because they were obsolete and nobody wanted to take responsibility for running them way past their design life. You can spread the same tired old myth all you want, that doesn't make it any more true.

You can use the stock cooler it comes with. That's said to be a bit loud so any cheap tower cooler will do. But the 5600 is way overpowered for a home server. And you'd need one with a built in GPU, like the 5600G. While having more power than needed is not a bad thing, this baby will suck quite a bit of electricity so it's more expensive to run. Unless you really need the power, I'd look at an Intel N150 or N200.

That sounds like a bunch of wishful thinking. The imminent collapse of the Russian army/economy/regime/state has been predicted from pretty much day one of the war. Yet here we are.

I've been running this thing for a few months now as my NAS and home server (and no, it doesn't dispense HRT). It's been pretty nice except for one thing: the fan noise. That was just horrible and made it impossible to run this thing in any living space, even though it sits in a closet.

Some friendly chap suggested swapping out the fan and a few days ago I finally got round to it. Luckily this device is pretty easy to work with. The black fan is the old one. It was not temperature controlled, which is likely the cause of the problem. The new one is and the difference is striking. Almost total silence. So, success.

Maybe this is useful to others with the same machine. The fan cost about €10 so this didn't blow up the budget. They could have put a decent one in to start with, though. Bonus pic of the PC after I put it back together:
