I think it stems from our domestic flag rules which have state and local flags flying below the US flag, even if on different poles. The US flag must always be the highest.

The main issue is that Airbus has a huge backlog for their aircraft which continues to grow. They're slowly adding more capacity, but not nearly fast enough to satisfy their current demand, let alone what additional customers would bring.

I mean, why not just cut to the chase and tax mileage driven? That's what gas taxes indirectly do already. The only issue there is the tax goes wholly to the state where the vehicle is registered, rather than where it is driven.
