Turbine blades are among the most highly engineered and high tech pieces of a plane. Spraying a bunch of paint or whatever in there may damage things, it will require inspection/maintenance, and any disassembly and cleaning could easily damage turbine blades enough to make them not suitable for use. They're very low tolerance pieces.
tanker aircraft like that are used to refuel fighter jets to keep fighter jets in the air for a longer period of time. the fighter flies closer to enemy airspace and then falls back to the tanker when necessary for fuel. tankers are a way to extend the duration of fighter missions. that to me makes them part of an offensive weapons complex.
what I don't know is if tanker jets like that could be used to help move a bunch of fighters further or faster than they'd be able to move otherwise. if the US is evacuating a bunch of planes out of bases in qatar/UAE/other places that are within range of lots of iranian munitions and moving them to diego garcia or something, then would having a bunch of tanker planes in the area help that evacuation go faster or be more efficient? I don't know, I'm asking. if tankers were useful in this context, then they could be useful as a defensive measure and thus wouldn't necessarily point towards a US bombing campaign

this shit isn't actually rocket science to predict, it follows obvious patterns. I remember hunter S thompson correctly calling the long arc of the next 20 years of the GWOT literally the day after 9/11. he could do that because he paid attention while the invasion of vietnam unfolded.
The towers are gone now, reduced to bloody rubble, along with all hopes for Peace in Our Time, in the United States or any other country. Make no mistake about it: We are At War now -- with somebody -- and we will stay At War with that mysterious Enemy for the rest of our lives.
We are going to punish somebody for this attack, but just who or what will be blown to smithereens for it is hard to say. Maybe Afghanistan, maybe Pakistan or Iraq, or possibly all three at once. Who knows? Not even the Generals in what remains of the Pentagon or the New York papers calling for WAR seem to know who did it or where to look for them.
This is going to be a very expensive war, and Victory is not guaranteed -- for anyone, and certainly not for anyone as baffled as George W. Bush.
