Dawn has been my favorite since I was her age, and I guess I just never grew out of it. The skirt really gets me too, oh and I love blue hair. Her whole color scheme is great.

I never knew this existed, but now I miss it too.
They could literally end both of those things if they actually gave a damn. It doesn't help their profits though. It costs very little to ban lolis, and they probably consider that a PR win for most of the population. So their reasoning checks out from a sinister villain perspective anyway.
Only a single instance? A shame there's not more, but it's a blessing it happened at all with modern culture.
