People who understand neither history, nor psychology, nor mathematics, nor Asimov. SMDH.
(This actually semi includes Azimov himself, recursively, but that's okay because he was writing sci-fi and knew he was writing sci-fi.)
Or there's the anarchist model: ruthlessly eliminate those very positions of power. Because it's only a matter of time until you get this kind of infestation of them. Authority leads to abuse of authority. And even doing "nothing" with your authority is an abuse, because, by merely holding it, you inherently reserve for yourself the ability to do stuff.
