Skyrim is definitely more playable unmodded than Oblivion simply because it gets rid of that unintuitive and broken level-up system.
Actually this is also something I'm only seeing in recent years, like RPG Codex dorks complained back in the day, but I'm only seeing this complaint filter down recently. I never had a problem in my 300 odd hours, it's very fucky but not a dealbreaker?
I'm particularly biased against it because my first character back in 2006 had multiple non-combat-related major skills and got totally screwed over as a result. Not a universal experience. But it's a very busted system so when I get the itch to replay it every few years I mod in something better.
