Isn’t Amaterasu in at least one of the Civ games as a national leader for Japan? If they can have a literal god as a leader then this checks out.

plus civ 7 is purposefully adding a bunch of leaders that weren't officially national leaders, people like Da Vinci or Benjamin Franklin. It makes added sense since you play as 3 different civilizations throughout the game and your civilization changes but your leader stays the same.

So does each civilization have multiple leaders, since Harriet Tubman and Benjamin Franklin are both American?

yes pretty sure most do.

There's ~10 civilizations for each era, ~30 total. I think there will be like 45+ leaders
