Even the US armed forces for all their evil have a culture of refusing illegal orders. The fact that the bureaucracy doesn’t have the same concept is so irresponsible.

It happens. Mostly to protect classified information or to enforce procedure as far as I understand. It’s not about enforcing morality. Just legality.
