You should read the article. The representative who proposed the bill is making a statement against pro-lifers.

Oh thanks for the heads up, I had it pegged as even more ridiculousness coming out of the states but this was actually an interesting read. I think my comment still stands but maybe more aligns with the thoughts of the rep raising this particular piece of legislation than applying to them.
