I think Phillip Reed is one of the pseudonyms Hal Hartley, a movie writer-director, uses as part of his movie-making. He also has composed music for his movies as Ned Rifle. Which he inserts as little references in his movies like characters named that and books visibly written by people called that. It definitely sounds like the music he's written for his other movies.
I guess he's popular if your roommate likes quirked-up indie movies.
