The imperial plan didn't even require the Ghor to be violent. The ISD employed inexperienced cops to do crowd control, increasing the chance of them being overly violent against protestors. The higher ups then ordered that one of those cops be shot during the protest. This caused the cops to turn violent. The massacre was happening one way or another. Ghor didn't have any real input into how that was going down. It's either go down singing or go down swinging.Coincidentally I was listening to some Chalmers Johnson interviews from 2004 and he mentioned this exact scenario playing out in US foreign policy. This is a real thing that America has done to justify mass murder.

Community Note: It was a group of inexperienced Imperial troops being put out in a hostile situation intentionally. With an Imperial sniper who took the first shot at the inexperienced Imperial troops to get them to start attacking the Ghor in the plaza.
