Yoda tried to fight and lost, so he put himself into exile, as is the Jedi way...
The system was designed to weed out the old dinosaurs from trying to hold onto power, because if you failed, you were out-- you always had to be at the top of your game.
Star Wars is a Gigantic universe, and most of the good stories don't involve the Jedi at all.
