This developers kind of dumb. Especially their reasoning for not supporting Android when it's completely possible to develop applications that do not utilize Google notifications. I'd be wary of this app and while it's probably better than nothing there are better alternatives.
I was using one the other day that I really like that was web-based that sent notifications to your phone via the browser push. Let me see if I can go find that.

This is what I would use https://stopice.net/
ICEBlock being closed sourced (and baffling only on iOS for some reason) is DOA for what it's designed to do. This looks much better.
