Yes, the implication is that men who suck dick are weak and disrespectable. Which is homophobic.
That's not the meaning of this image imo, it's that men who metaphorically suck fascist dick to get political favors are weak and sad the opposite of what they boast.
Of course all us lemmings are chill with normal male on male dick sucking, take a chill pill and get over it.

When it's act willingly performed by a self-described "strong man" meant to show submissiveness and subservience, yes. There's no love, no joy, just a servant fulfilling their master's wishes.
I am a man who willingly sucks dick with passion. If you tell me that makes me "just a servant" I take personal offense to that.
You are also wrong and I feel bad for your sex life. I can assure you that plenty of "love and joy" is had.
You think Trump sucks Putin's dick out of love and joy?
I mean, it's the act of servicing an evil person when you would claim that such acts of service or companionship are antithetical to you and your leadership style. If he were serving Putin tea or cleaning his shoes the message would be similar. It is a depiction of the leader of the US serving and servicing the leader of Russia. Or just US serving Russia. Sucking dick isn't weak but it is often used as a symbol of power (in art and in reality) especially when the people involved aren't in an established healthy relationship.
In a healthy relationship or a power balanced hook-up it can be as pleasurable for the giver as the recipient but that isn't always what we're looking at, so as a society it is more recognized as an establishment of power rather than equitable.
As a gay man, I don't see that
The implication is that Trump would do whatever is asked of him by Putin, it’s about political and social submission, it’s not about sexuality, get over your persecution complex, not everything is a personal attack against you or about you in any way shape or form. That shit is narcissistic.
