You shouldn't be feeding wild animals. Your HOA is correct and that person is a dick. You think that shit gets cleaned for free? Someone has to go out and clean up your shit.

Peanut shells are biodegradable so yes they do get cleaned up for free. By nature

What are you talking about? Peanut shells absolutely decompose. They are actually pretty good for adding nitrogen to your compost.
