You would increase your chances to get helpful insight significantly if you'd clarify where "here" is. It's a big world with a ton of countries, and this is an international place.

Been to Malaysia. They have driving tests? What are they testing, honking and trying to run people over?
Maybe that's the answer to OP's "is [bribes] actually a thing here"
In some cases it might even be a case of "You actually passed the test, but we want you to pay us more to actually pass."

Then it is very sadly actually the case their. My class college where wondering here in France why I had to pass it so seriously and everything and they told me they simply paid and laughed about it
