It's absolutely alright to criticize the way aid is delivered, especially if the delivery method results in massive losses of life and product.
Not when you are blaming country B for the actions of country A.

Please quote the part where I blame country B for the actions of A. I'll wait.
In the meantime, we're talking about criticizing the plan to circumvent a problem country B is actively participating in. Join in when you feel comfortable.
When country B gives A the bombs to commit genocide with?
Are gun store owners responsible for every murder committed with the weapons they sell?
Yes. If they sell it to someone knowing they are going to kill someone with it they are.
