Can't you simply ban the IP address of the offending bot and limit the number of comments a person can generate in let's say 1 minute to some sane amount

From the discussions with the admins, an IP ban sounds possible, but with a VPN they can just change their IP at will, so it's less effective than you might think.

As far as content throttling, that I'm not sure of. Definitely not at the mod level.
