remove siding
jack up house
remove rotted material (rim joist and sill plate) and replace with pressure treated wood
replace siding
install subfloor (10 sq ft or so with some cutting)

High but not ultra high COL area

Hard to say without a picture. Did they say how many days it would take to complete? Thatll give you an idea of they're bullshitting you.

My first thought is it's not ridiculous, maybe see if you can knock em down to $4k
