  • remove siding
  • jack up house
  • remove rotted material (rim joist and sill plate) and replace with pressure treated wood
  • replace siding
  • install subfloor (10 sq ft or so with some cutting)

High but not ultra high COL area

Sounds about right with some wiggle room to talk them down a few hundred. It's specialized work and doing it right takes time. You might see if you can do some of the demo by yourself to save some money.
