It’s not based off of him. It is him. The apartment and everything you see in the animated version was real.

Everything in that scene was based off of him, south park uses that phrase in every single disclaimer at the start of the show, even if he voiced the character it would still be based on him. Yes I know I'm being pedantic over a word....
