LMAO. You mean the same ones that have been lingering in the region for all these years that US troops have been stationed in the region? The same ones that are probably being bankrolled by the US? The ones that are now getting their asses kicked by local forces and Wagner?

They probably integrated the bulk of their forces in Ukraine, but the mercenary force is a very useful tool, so they just reined it tightly to their ministry of defense.

Moscow is a common synecdoche for the Russian federal government, the same way "Washington" is for the US federal government.

It is literally just a totally normal synecdoche, it's just metonomy that everyone fucking does. "Beijing" for the Chinese government, "Washington" for the American government, "London" for the British government, "Paris" for the French government. It's totally normal. The fun comes from them immediately going "Moscow is a friendly country". Which even if it is totally normal to use it as synecdoche, means you're still directly referring to Moscow as a country.

AFRICOM is headquartered in Germany lol.

Shame on Reuters for this, it's only even remotely newsworthy for the express purpose of being misleading. They're literally not even in the same buildings, they just both have access to different parts of a Nigerien airbase.
