It's a South Park reference. Handicap kid named Timmy who communicates saying "Timaay". The vanity being spelt this way along with being a handicap plate is what makes it perfect.

Timmy is a character from the show South Park who is physically disabled and his name is often said like "TIMAAY" or even "TIMMAY". I'm biased towards the latter.
