They are streaming the Women's World Cup 2023 on BBC and ITV in the UK which you can access for free with a suitable VPN (results may vary as BBC in particular actively blocks them) or using something like Smart DNS Proxy which is a paid service, but it's cheap and in my experience much more reliable for accessing UK channels. You could probably find some torrents of the content, but in general I have seen that the sea of media that are carried by torrents notably lack a lot of football
